Answer:The clip on the front is very useful with dogs that pull. If you clip to the front clip and they pull it turns them and reduces their desire to pull. The one on top allows him/her to run with you, jog, mountain climb those types of activities. They are more versatile.

Instruction: How to Put on and Adjust Your Dog Harness
Unbuckle the chest straps and loosen the neck straps.
Slide the neck loop over your dog's head. The Logo should be up on the back of the dog harness.
Arrange the bottom straps between your dog's two front legs, under the belly.

My husband took him for a walk today and the trash truck came by and scared him. Pup pulled backwards and the harness slipped right off.
